That looks a lot like my tenure-track years! My personal record was 15 proposals (of different sizes and flavors) rejected consecutively over ~3 years. But the 16th was the charm, and it went better from that moment. We can only learn from it and keep trying 🙂

Both are certainly possible. A modeling at the end serves as a 'postdiction' (a la Abbott) and integration mechanism for the main message of the paper, but I confess I recently had much fun with models first and then having the data analysis reveal whether we were right (i.e. predictive role)
