His head is upturned, and you can only make out his left eye, which is narrow, squinting, nearly closed. Sonic is looking at him with a half-hearted wave, with deep concern and a certain emotional pain, like he's not surprised but uncomfortable with the situation nonetheless. The "Sonic Advance 2" PC Decomp project is progressing really nicely.

Meaning it hopefully won't be long before we can all enjoy this game in high resolution, and very much-needed widescreen support to help seeing further ahead.
