The use of AI to identify targets (without subsequent specific human confirmation) should be considered a war crime.

Understandable! Those characters force opponents to play differently & that's often hard to handle, they just fall off big in top level play imo. And at the same time, at high level, the only people who stick with them are strong character specialists, folks who make them look better than they are

The placings are in order within tiers. The dropoff point between tiers 1 & 2 is kinda arbitrary, could have come a couple characters earlier or later. But imo the dropoff between tiers 2 & 3 is real & noticeable
