I haven't read the whole article (and I won't 'cause David Brooks) but, from these snippets, he seems to be calling out the Never-trump/always Neocons, many of whom have seemed happier now that trump is invading countries for their resources.

Divide and conquer is not just a trite truism. Solidarity is the only tool to save multicultural democracy and too many groups are unfortunately now learning this the hard way.
