The "unprecedented demand" trope is frequently used. It's usually a lie to deflect blame from people who have cut capacity so they don't face the consequences of their actions in the way patients in corridors enduring dangerous "care" do.
The "demand" has been predicted for 20 years btw.
Learn this lesson and never forget it.
