Evidence based practices & science if reading wete major areas of study for my doctorate & current day-to-day work, so I disagree that they aren't well defined in the literature. Having said that, I completely agree that they can become magic words to the general public.

SoR & EBP are well defined in the literature, though I don't know how Massachusetts has operationalized either term.

Are they also mandating that all teachers (and pre-service teachers) are trained in the science of reading and evidence based pedagogy? Because curriculum is just one piece of the puzzle.
