Not that he would (it's a lame-duck caretaker appointment), but I don't think Stitt could appoint himself. He would have to be "eligible" to hold the Senate seat, and holding state office disqualifies him from holding federal office.
Stitt appoints a Republican caretaker who can't run, and then it's a regular open Senate race. It's that simple.
