Background
In December 2025, the Multnomah County Board of Commissioners approved Budget Modification-002-26, allocating $75,000 in one-time-only funds to support community organizations not currently contracted with the County. This funding opportunity, known as the Multnomah Sanctuary Fund, is intended to address the unique needs of groups impacted by immigration policy changes and federal immigration enforcement activities. The program prioritizes equitable distribution across diverse linguistic, ethnic and cultural communities, especially those that have not recently received similar emergency government funding.
This question and answer informational session is to assist organizations seeking funding. It will be held virtually with County staff to answer questions. If you need an interpreter please email us at patricia.bride@multco.us.
Eligibility:
Nonprofit organizations, Tribal governments, organizations with fiscal sponsors, and governments not currently contracted with Multnomah County working to address the human and legal service needs of underserved residents impacted by immigration enforcement are eligible to apply for these funds, but must meet the following criteria:
All grant funding must serve, and is limited to, Multnomah County residents.
The organization must have a demonstrated track record within the communities they propose to serve.
The organization must have documentation of 501(c)(3) status or other documentation that can be verified with the Oregon Secretary of State business registration site. Please note that organizations with a fiscal sponsor are eligible to apply under their fiscal sponsor’s qualifying documents.
The organization must operate in alignment with Multnomah County’s Mission, Vision and Values.
The organization must have evidence of insurance coverage through their own organization or the fiscal sponsor. The insurance must cover funded activities.

The Blazers home is in my district and you all know I'm a huge sports fan! My high school basketball self longed to soar like Clyde the Glide. I know many people, not just friends, whose life stories and jobs are intertwined with this storied franchise. Multnomah County needs to show up as a full partner and I am digging in to what it will take to move a moda center renovation forward.
I have been getting a lot of phone calls about talks to renovate the Moda Center. I have been paying attention to the matter and want to put out this statement.

I am sickened and angry about the escalating violence our community continues to suffer at the hands of this authoritarian federal regime and their ICE bullies. Time and time again, we take to our streets with non-violent protests only to be met with federally funded violence and physical harm. People in our communities are not escalating this violence, they are. The shooting of human beings is not acceptable. Enough is enough. ICE is not welcome here.

A message from Commissioner Singleton. On Thursday, November 6th, several schools in North Portland went into lockdown due to I.C.E kidnapping and heightened presence in the area. This led to fear, confusion, and community coming together.
"It broke my heart to hear schools in North Portland had to go into lockdown because of the I.C.E presence in the community. My staff was contacted by several County employees at impacted schools and in the area with questions and asks for support. Kids should not have to worry about their parents, teachers, classmates, or anyone being kidnapped by ICE for taking them to and from school."
" Yesterday, I went to one of the impacted schools at dismissal time, and my heart was warmed by seeing so many concerned community members showing up to support our little ones. Multnomah County residents showed up for each other, and it was beautiful. Many have continued to contact my office asking how they can help, so I have gathered some information."

There you'll find a list of resources and information to help understand the crisis we are in and how you can provide support. It will be updated regularly. Please remember that financial donations go further because many of these places have bulk discounts and/or purchase culturally specific foods to support all families.
We are headed into the holiday season. Many senior centers, public places, and schools will be closed. We are in a crisis and we have a wonderful community that is ready and willing to support each other, they just need leaders. Leaders that can help share information, strategies, and resources. We need to rise to this occasion and collaborate. Communication needs to be open and not paternalistic. Our most vulnerable are our most resilient and we need to know what they are doing so we can support them and modify our system to help all families
"We need to make sure any funding that goes out is accessible for smaller groups and orgs. Many already do incredible work and are trusted. There are groups that provide culturally specific foods like Feed’em Freedom Foundation. There is the Jewish Family & Child Service (JFCS). They know what they are doing, and we need to support their work and listen to what their needs are."
"Also we are in a time where many immigrants and refugees are not leaving their homes out of fear. We have LGBTQI2S+ people staying home due to fear because of the policies by this federal regime; we need to center access to our solutions. We have disabled individuals who aren’t leaving home, we need to support delivery services that people trust to get them food as well. I say this because we need to be bold and broad with our support. We as the County do some things well, but there are others who also do things well. We don’t need to duplicate, we need to bolster. We need to make sure that they also get funding."
