Arizona utility regulators scale back APS energy efficiency incentives Arizona regulators scaled back a program operated by the state’s largest utility designed to encourage energy efficiency, arguing they were trimming ineffective initiatives and eliminating unnecessary expenses.

The AZ Corporation Commission has decided to cut the APS's energy efficiency budget from $79M to $40M; gutting programs that help ratepayers cut high bills and that create grid capacity Arizona needs to grow. A political decision with zero analysis behind it. More here:
