I kinda don't see why TC would take the "delegate to staff" option, when you could always "adopt the guidance" in some partial/nominal/subversive way
Under the proposed process, Common Council could refer a decision back to TC with guidance.
TC could then either sort out the details in agreement with that guidance, or express disagreement and delegate the task to staff, forfeiting their approval role on it

Happening now: anti-war protestors are gathereing in Chicago's Congress Plaza for a demonstration against ongoing U.S. and Israeli attacks on Iran.
