I guess what I'm trying to say is that trauma changes people, and healing from that takes time and effort. Miles is a good example of things going right, but they don't always. For example, I don't think Kirk ever shook his hatred of Klingons. Controlled it yes, but it never really went away.
People are complex, and Star Trek is really good at showing that. As I recall it took O'Brien a couple of seasons to overcome his hatred of Cardassians, and accept that they're not a monolith, and different individuals are as varied and colourful as anyone in the federation.
Tbf, no one had seen a Romulan in a century when Kirk went up against them, so that was a pretty clean slate. Ask someone a century earlier what they thought about Romulans and you'd likely get a different answer. The Klingon ambassador in SNW was pretty affable, shame about the war crimes.

The TOS/SNW era was one of the most tumultuous and violent eras of the early federation and people are people so I'm not entirely surprised. You see similar attitudes towards the Cardassians after the UFP/CARD war and the occupation of Bajor before the Dominion war, and towards former Borg in Picard
