Because the Chinese app DOESN’T have EVERYONE’S data, only data of those who chose to use it. Treasury servers have data of far more people. Maybe the app drains a personal account, but the user will react; treasury access means risks of loss for tax refunds, SS payments, ruining lives indefinitely.
