iirc, as a former consultant to a deputy commissioner, since the era of imposed austerity, H+H is a quasi-public agency chartered by the state, with an independent board that cannot be β€œdirected” by CH or Council. I am not defending the inaction here. But H+H relations are distinct of the agencies.
