It's only about, for example, the US/Mexico because that is one of many long lines of instances where colonizers exploited labor. They use scapegoats of undocumented or undesireables to put groups against each other instead of the colonizer.
So much of Andor makes sense when you view it through the lens of labor exploitation. Mina-Rau is a grain planet for the empire. Decisions they make are based on exploitation of labor just as colonizers like UK, France, US have done for centuries.

This is what big oil, tires and automobile industry took from us. Los Angeles was a massive rail and trolley town. These same industries intentionally bankrupted the trolley to pave (pun intended) the way for a highway system.
