The choice of Russian heritage for this jester makes a lot of sence in 1899. The Russian Empire at the time was the ultimate absolute immovable totalitarian state.
He is a renegade Russian youth, who has stiched his garmends so many times that the multicolored patches make him look like a court jester. All he does in the book is praise his "god", crawls at his feet, and announced all his words and actions as acts of a great genius.
The locals worship him, bring him sacrifices, and crawl in his presence.
He has only one European worshipper in his retinue, who has more lines in the book than any other character.
When found, the secret to his great success in procuring ivory is discovered. He had introduced himself as a deity to a local tribe and led them to genocidal wars against other tribes, setting severed heads on pikes around his residence.
