There's nothing particularly wrong about running a campaign you don't expect to win, if what you're trying to do is move a particular set of policy preferences into the forefront of the campaign and force the person that you think is going to win to back them (or, not, as the case may be).
On the one hand, it is almost never a good idea for the state legislature to weigh in on education.
One the other hand, we really don't need a new version of "The Confederacy was about state's rights".
So, approve.
