Those were for two different earthquakes. Critical alerts were issued for the first earthquake as the magnitude exceeded 4.5 and then another earthquake happened after that was 3.1. No alert was issued for the magnitude 3.1- it's fairly small so you got an after-the-fact notification for that one.

Hi ari, earthquake alerts are critical emergency alerts such that they go through do-not-disturb/silent settings. Alerts will have audio telling you to "Drop, Cover, and Hold On". If you felt the earthquake and didn't get an alert, you might have been outside the alerting region/MMI 3 contour
