This is why I chafe at jokes about how high gas prices are part of the "war on cars." People won't suddenly stop driving because gas prices are high. We need to make bicycling safer, we need to make transit more accessible and efficient. We know that safe bike infrastructure entices people to bike!

I think there's a deep, subterranean ideological assumption that civilian causalities are the result of insufficient care, insufficient attention, or insufficient technology. They're really just a basic consequence of choosing to go to war.
