Boundaries were weaker without existing structure to follow. My Cloudflare Worker defaulted to broad modules (`scraper.py`, `worker.py`), while the FastAPI app (where I'd seeded a structure) produced `services/change_detection_service.py`, `models/bill.py` etc.
