this has been an ongoing frustration in my office, which has just an awful, thoughtless design and layout that disregards the limited natural light the office gets, and gives most floor space near our few windows to senior staff in tall-walled offices that reduce the light penetration even more :(

We 100% have a nation-wide (if not world-wide) issue with low wages, income inequality, and economic hegemony, which are larger systemic problems we should also fight to address—but these are separate issues from Pennsylvania's current transit/social services funding crisis
Multiple transit agencies across the country are considering massive route cuts for lack of funding. It's really important to remember the decision to cut service isn't really being made by the agency; the decision is being made by the elected officials who decide not to fully fund that service.
Maybe, but we could cut salaries a ton and it wouldn't add up to $100 million! (or like nobody would come to work for that pay, which is already below private sector)
The folks that need to be held accountable, and act, are our elected officials. It doesn't help much to talk about worker pay here

Singular gender-neutral they/them typically uses the exact same verb forms as 3.p Plural tho. Which can definitely be confusing.
“What are they doing” could be a plural “they” or a sing. gender-neutral “they”
people don’t say “What is they doing” for 3.p.Sing (tho I think we should for clarity)
