It can! Bakers usually use wafer paper for this because it produces very little smoke or residue. If it did it's only on the surface and it dissipates quickly. Using other paper for flavor enhancement is not recommended because it might alter the burning behavior and could cause safety issues.

It depends on the frosting. If meringue based frosting, it will taste like toasted marshmallow, but honestly the cake border that held the paper is normally doubled, so it's almost impossible to notice! If there's burnt fondant, it will taste like bitter caramel. The cake itself should be untouched.
