Understand that it isn't a quick process when done correctly and in good faith.
The bill can be passed as is in the House or Senate and then it becomes law or the House or Senate could write another bill and it passes and then it has to be passed by the other side of Congress. Then it can become law. I can be vetoed by the President, but that can be overridden with a 2/3 vote.
