Not only is it true, it's well documented by political scientists, journalists, analysts, etc.
C. Ellis & J. Stimson’s Ideology in America (2012) shows voters are often “symbolically conservative but operationally liberal”: they identify as conservative/moderate but support left-leaning policies.
