two reasons for why I've seen this is the case
1) is that the current state of the world is shit and shoujo started reflecting more escapist fantasies accordingly
2) it seems like the content in shoujo faced more scrutiny around the mid 00s due to its more explicit nature and there were imposed laws

Some are being pubbed as josei or webtoons for sure. But this isn't just a shojo or even manga problem. I don't blame fandom/shipping culture directly but I do think it's possible to pay too much attention to a character's fandom and shy away from making interesting story decisions as a result
My sense is that the bar for "worst fucking asshole" has shifted. Not a lot of Takumis walking around these days.
I know hashtag not all shojo etc but re-reading Nana and MARS this year has really brought home to me that mainstream shojo manga used to have TEETH
