Celia’s family has been seeking justice for Celia and women like her for decades. This decision delivered that justice, confirming that this unjust policy violated women's reproductive autonomy and established that consent must result from a coercion-free process, NOT from pressure or deception.
In 1997, Celia Ramos, a mother of 3, sought health care. Instead, health workers misled her into agreeing to sterilization. She went into respiratory arrest during the surgery and died 19 days later.
Some background: Between 1996 and 2001, almost 7,000 women were forcibly sterilized under a state policy in Peru—97% of whom were from the poorest regions of the country.

This week, justice was served and Peru was found responsible. The court confirmed that the forced sterilization policy under Peru's National Reproductive Health and Family Planning Program was unjust and violated women's reproductive autonomy.
We joined this milestone case on behalf of Celia Ramos, who died in 1997 after she was pressured and misled into getting surgical sterilization. Since then, her family has worked tirelessly for justice for Celia and the thousands of other women who were affected by this heinous state policy.

“This will provide an incredible opportunity to come together around solutions to address barriers to care, such as HB 588 and HB 589, and share stories that celebrate the diversity of those who build their families using assisted reproduction,” said our Human Rights Counsel, Jorie Dugan.
