Yes, everyone uses their action dice for skill checks... Except if they aren't skilled in what they are trying and use d10s. A 6th level warrior who is a dragon hunter could use their d20 to climb a vine covered wall, and a d14 to remember something about wyverns... At least that's how I'd run it.

HarnMaster has the best magic system of any RPG I've played, because it makes spellcasting PCs create new spells in interesting categories and themes. Odivsje magic is the school of water, shadow and entropy... So why not occupy your own shadow?
