one question i have is how is the index of DIDs is distributed?
i understand that the main app view is subscribing to all the various PDS, but if that goes down, who holds the record of all possible PDS?
does that need to function like DNS servers?

There was a concerted effort in the 1980s-90s to dissuade the government from acting on AIDS by blaming not a virus but the "gay lifestyle," be it drugs or "promiscuity." If it's caused by a virus, it necessitates a public response. If it's caused by a lifestyle, then it's just individualized risks.

if we're going to sue each other for ADA violations in websites, there should be a Digital Building Codes office in every city.
they audit your site, tell you if you can go live or not, and periodically check to see that you're keeping up to date with codes.
