I say this because as gas prices rise, many people are simply going to be forced to eat those costs and potentially go further into car-related debt. They don't live in areas with robust transit or with safe bike infrastructure. The pain they will feel is the result of decades of inaction.
That's at least one factor why I'm curious the odds are that low.

Anyways, as a marketing scholar, one of the biggest challenges I've recognized is how the aggregate effects of neoliberal consumer responsibilization, while good in/on principle, are no match for policy and structural governance. They just are not. Policy apathy/antipathy will doom us.
I was living in Bogotá (pop. 10m, Global South capital so... basically ignored by the North) when their reservoirs were basically down to 20%. It was not pleasant. The world is literally and metaphorically on fire and the Elites will be like "global warming is a myth" while pocketing the money.
