Wie groß die jeweiligen Effekte sind, ist eine empirische Frage. #IAB-Daten zur Ausweitung des Teilzeitrechts 2019 zeigen: Die Stärkung des Rechts auf Teilzeit führt zu mehr Teilzeitarbeit.

👉 ... kann fiskalisch entlasten, wenn Personen mehr arbeiten.

⚠️ Ob ein Recht auf Teilzeit gesellschaftlich sinnvoll ist, entscheidet sich aber nicht nur an Gründen für Teilzeitarbeit und wie wir diese normativ bewerten, sondern an Arbeitsanreizen und dem Wert der impliziten Versicherung, die das Recht auf Teilzeit bietet.

④ Unter Teilzeitbeschäftigten, die Care-Arbeit als Grund angeben, sieht sich nur ein kleiner Teil (ca. 20%) in ihrer Entscheidung tatsächlich durch fehlende Betreuungsangebote eingeschränkt. Auch diese sind "freiwillig" teilzeitbeschäftigt, z.B. weil sie gerne Zeit mit ihren Kindern verbringen.
③ „Anderen Gründe“ treten insbesondere bei Männern mit hohem Bildungsabschluss, sowie bei älteren Beschäftigten häufiger auf. Ältere Personen, die ihre Arbeitszeit vor Renteneintritt reduzieren wollen wären so auch gemeint unter dem Begriff der „Lifestyle-Teilzeit“.
② Ein wachsender Anteil nennt „andere Gründe“ für Teilzeit – oft als „Lifestyle-Teilzeit“ interpretiert.
① Etwa 40% der Teilzeitbeschäftigten geben Kinderbetreuung, Pflege oder andere familienbezogene Gründe als Grund für ihre reduzierte Arbeitszeit an. Knapp 5% geben gesundheitliche Einschränkungen an, und etwa 7% finden keine Vollzeitstelle.

Hintergrund: Der Wirtschaftsflügel der CDU will den Rechtsanspruch auf Teilzeit auf besondere Begründungen (z.B. Kinderbetreuung) beschränken.

It's a very sad day. Just notified that @iza.org is closing its doors as of 31 December 2025. At a time when labor is under attack and technological change moves at an ever-faster pace, I can't help but think that this is a short-sighted decision. My heart goes out to those folks who work there.
