I mean, sole quoted source supporting story's claim. Did I read the story? oh ye of little faith⦠I'm told I'm somewhat notorious for having, seeming to have read, all the words, like all of the bill, legislation, meeting packet, study, in discussion; often eg at hearings it's apparent most haven't.

to me term/concept 'framing' usually suggests, not correct or incorrect, but particular lens or representation, sometimes motivated, conscious; sometimes not. Arguably, all we have are different framings of matters, no one of which alone is correct. As #WalterLippman said:

so I suggest 'funded' can, should open door to a better way: open policy platforms (' #HousingScore' ?) to surface, incent, analyze, compare programs, find and prefer most effective. If such *isn't* done, policy choices tend to reflect power politics, fads, fallacies; vs public goals, interests. 5/5

subsidizing private development by long-term tax breaks is v susceptible to political influence, oversight failure, & miscalibration making it non-[cost]effective. Eg in PDX, $100k's/unit spent may not incent new homes, serve needy households, address what really needed, or be enforced at all. 3/5
Conceptually/politically, it's v problematic to say owners must be compensated for requirements imposed. This is a longtime key legal + messaging goal of #propertarian interests, could challenge almost all regulations; which is why we've evolved legal tests for balancing this, e.g. #NollanDolan. 2/5
having coined 'Funded' #InclusionaryHousing (or Zoning), I've concerns on and follow-on ideas for Oregon #SB1521 legislating it. I grant poorly-done IZ or other mandates may be harmful, counterproductive. But requiring full 'funding' of them has many issues also

Yesterday, Oregon's legislature voted to ban underfunded inclusionary zoning from the Portland metro area.
It's a big turnaround, and I hope a path forward for other states too.
