I never said the penalties were effective, did I? I was using them to point out that the provinces were ignoring the "explicit indicators" for the transfer payments that you touted as a way to ensure that federal funding is used properly.
And I'm ending the debate with you here.
Nine of the ten provinces have been penalized for breaches of the Canada Health Act over the last decade. Of those 9, you have QuΓ©bec, BC and Newfoundland that aren't PC or UCP.
Conservative provincial governments are actively running public health care into the ground so that they can say that it doesn't work. That allows them to justify private health care for those who can afford it. It's a coordinated effort, not a fluke.
Perspective is funny. I lived just outside of Ottawa, Ontario at the time and don't remember that storm specifically. When I looked at the historical weather for the day, there certainly was a good storm, but it wasn't much different than most other storms we got in a typical winter. I was 12 then.
