Whitehall often fails here because of massive, entrenched silos. But Wales' size is our strength. π΄σ §σ ’σ ·σ ¬σ ³σ Ώ
We have the perfect scale to prove that mission-led government works.
The project model is dead. Itβs time to start working on the mission.

We need a fundamental shift in how we govern: moving from short-term projects to long-term Missions.
A mission connects political "Whys" to technical "Hows":
β
Missions (Set by Politicians)
β
Outcomes (Set by Executive Leadership)
β
Outputs (Set by Delivery Teams)
(2/3)
Missions, not projects. π
Last week we talked about the "output trap" - the focus on delivering things but struggling to move the needle on things that impact people's lives.
Outcomes like healthy life expectancy, and a growing economy.

Maeβr model prosiect wedi darfod. Maeβn bryd dechrau gweithio ar y genhadaeth.

Mae Whitehall yn methuβn aml oherwydd silos enfawr sydd wedi gwreiddioβn ddwfn. Ond maint Cymru yw ein cryfder. π΄σ §σ ’σ ·σ ¬σ ³σ Ώ
Mae gennym y raddfa berffaith i brofi bod llywodraeth dan arweiniad cenhadaeth yn gallu gweithio.
(4/5)
Mae cenhadaeth yn cysylltuβr βPamβ gwleidyddol Γ’βr βSutβ technegol:
β
Cenhadaethau (a osodir gan Wleidyddion)
β
Canlyniadau (a osodir gan Arweinyddiaeth Weithredol)
β
Allbynnau (a osodir gan Dimau Cyflawni)
(3/5)
prosiectau -> cenadaethau
Mae angen newid sylfaenol yn y ffordd rydym yn llywodraethu: symud o brosiectau tymor byr i Genadaethau tymor hir.
(2/5)
Cenhadaethau, nid prosiectau. π
Wythnos diwethaf buom yn trafod y βtrap allbynnauβ β y ffocws ar gyflawni pethau, ond yr anhawster i symud y nodwydd ar y pethau syβn gwneud gwahaniaeth i fywydau pobl.
Canlyniadau fel disgwyliad oes iach, ac economi syβn tyfu.

Joining NHS Wales last year, I found it baffling having to do days of mandatory training on things unrelated to my role in digital:
- how to sort clinical waste
- how to evacuate patients from hospital in a fire
And Welsh language awareness training as a Welsh speaker. π₯²
Having to send out letters for hospital appointments even when you are standing there in front of them in reception making the appointment and adding it to your calendar in real time.
(This isnβt universal, I know)
And then getting two identical letters in the post - but thatβs another story!
Llun graffeg gyda briciau gwyn a melyn, a geiriau mewn melyn: mae rheolau'n datblygu dros amser
Pe gallech dorri neu newid unrhyw reol er mwyn darparu gwasanaethau cyhoeddus gwell yng Nghymru, beth fyddai hi?
Mae trawsnewid yn gofyn am ddod Γ’ phethauβn Γ΄l i gydbwysedd. Nid gwanhau atebolrwydd, ond ei ail-ddylunio fel ei fod yn cefnogi darparu yn hytrach naβi gyfyngu.
Ble rydym yn creuβr rhwystrau yr ydym wedyn yn gofyn i staff rheng flaen eu rheoli?
Pan fo risg yn cael ei gwthio i fynyβr gadwyn yn barhaus, mae cadwyni cymeradwyoβn tyfu. Pan fo sicrwydd yn lluosi, maeβr gallu i ddysguβn lleihau.
Roedd bron i hanner yr ymatebion yn ymwneud Γ’ gwaith papur dyblyg, atgyfeiriadau dro ar Γ΄l tro, systemau nad ydynt yn siarad Γ’βi gilydd, a chadwyni cymeradwyo syβn arafu penderfyniadau.
CrΓ«wyd y rhan fwyaf oβr rheolau hyn am resymau da. Ond dros amser mae haenauβn tyfu ac mae cymesuredd yn diflannu
Ymatebodd bron i 800 o bobl i gwestiwn syml gan Gomisiwn Bevan a Llais:
Pe gallech dorri neu newid unrhyw reol er mwyn rhoi profiad gofal gwell yng Nghymru, beth fyddai hi?

A graphic of white and yellow bricks with yellow text: rules build over time
If you could break or change any rule to provide better public services in Wales, what would it be?
Where are we creating the very friction we then ask frontline staff to manage?
When risk is pushed upwards, approval chains grow. When assurance multiplies, learning shrinks.
Transformation requires restoring proportion β redesigning accountability to support delivery, rather than constraining it.
Almost half of submissions related to operations and service delivery: duplicated paperwork, repeated referrals, disconnected systems, approval chains that slow decisions.
Most were created for good reasons. But over time, layers grow, and the impact is cumulative.
Nearly 800 people responded to a simple question from the Bevan Commission and Llais:
If you could break or change any rule to provide a better care experience in Wales, what would it be?

Sticker: Cartoon version of Goldie Looking Chain (the Newport rappers) - styled for St David's Day. The lead singer is dressed as St. David, holding a daffodil, with a Cymraeg flag behind. The sticker has text underneath with the famous phrase: "Gwnewch y pethau bychain" - do the small things.
Speaking of sticking - weβve got some new limited edition stickers on the way.
But small acts only scale with clear leadership and a shared mission - when teams align to outcomes, not just outputs.
Thatβs how transformation actually sticks.
Real change is built through small, consistent acts:
β’ simplifying
β’ redesigning around users
β’ stopping what doesnβt work
On their own, they seem minor.
