moving the body of the effect into the map's onLoad fixes it

I think something is funky with declaring `mapRef.current` as a dependency of your effect, it's not being populated until a DOM event happens to it

you need to wait for the map's "load" event before calling API methods like `flyTo` - when cache is disabled (or on first load) it's being called before all resources are loaded, but on subsequent loads they are cached so the map is ready basically instantly
