Would alternative, quieter fidgets work? The ban is not on fidgeting, but specifically the noisy flicking of cards. Shuffling in your hand would likely be fine, if it was quiet.

Don't worry, it's not in Magic at the moment! You would probably still be able to fidget, anyway. The rule is against NOISY shuffling.
