Then if they leave the Black person face down, they can be too tranquilized to even breath, and they die.

Because someone that *still lives in the town*, killed a Black person in the 70s or 80s, enforcing the sundown ordinance.
So the town stonewalls or destroys the records.
That town is only listed on the map as "possible."
