Checking my old school's tuition, today it is around $20K for sending towns. This is "free" for the student's family, as it is paid by the town. Not coincidentally, tuition is equal to the cost per student for a Vermont public high school.

My town in Vermont doesn't have a public high school, so we all went to the one private school in the area, with tuition paid for by the town. There are a limited number of such schools, and they are treated as semi-public by the state (to simplify tremendously).
