Data created during times of human rights violations can be used to prove command responsibility: that those at the very top are responsible for the actions of the agents carrying out their orders.

😍Yes! Good. I've been sharing about this research: "Nonviolent protests are twice as likely to succeed as armed conflicts – and those engaging a threshold of 3.5% of the population have never failed to bring about change." Though, I read Bahrain is the exception to this rule in another study.
