Maybe this war is really about stopping climate change. The GOP can't tax carbon or give money for alternatives, that is against their ideals. Locking the world out of oil because of war....that is totally acceptable policy to deal with climate change.

Depends on the contract who owns the tooling. Some tooling is owned by the government, but some isn't. The government may also not want to store tooling they don't think will be needed again. Especially, when parts are designed for a specific life.

I got the screwdriver the month I was offered a much better paying job. I was told the person who followed me struggled to understand what I was doing, I wasn't permitted by my new employer to help them, and they scrapped the project since they didn't want to waste his time digging into it.
Relevant story from my first engineering job in 2010. I needed a high precision torque screwdriver for an automation project I was working on. The vendor said the lead time for the screwdriver is a year, because Apple bought up their entire production for the following year. Paid in advance.
When you lose your industrial base you also lose all the knowledgeable suppliers. Those aren't easy to replace. A company that makes a few parts for THAAD can't survive on only that contract. When an auto plant closes so do their suppliers, who are also suppliers for defense.
A year or two before you even put in an order for a tool or part isn't crazy. Another 2 years to get all the parts you need. So maybe can be done in 5 years, but that's going to be expensive.
We just had a sub supplier go bankrupt and I'm dealing with that next week.
Considering the last time one was built was a decade ago you need to hire and train an entire work force. The drawings maybe in an old format, probably all 2D. You may need to convert to 3D. Which may be hard if you don't have someone who understands the old drawings.
I have experience with defense manufacturing. My guess is that all of the tooling has been destroyed. So they are going to need to make all new tools. Find people who know how to make some of the components. Lead times on parts can be long. Some large castings take a year just to get.

It's the middle of the night in Chicago. Reporters and electeds are trying to figure out why a US citizen was detained by CBP, why her phone was inside an ICE detention center tonight, and where she is now.

I am just now catching up on the fact that the FDA was demanding Uniqure do sham brain surgeries (from what I can tell, comprising simulated burr holes and 10-12 hours of anesthesia) in their placebo arm for their Huntington's therapeutic, and I'm absolutely floored that this was a serious demand.
