Talking around a few things: if the drones were not employed as expected, then some of our counters could be uniquely taxed in ways we didn’t anticipate.

I can think of a few reasons why the drone thing might be more problematic than anticipated - but those are all CONOP related, which I can actually buy as an excuse. A failure of imagination surely, but a valid reason.
