My reading of that article is that the people who have registered are mostly either tourists or transit passengers - and they probably do want to get either home or where they were going.

Also, there's a reason the Gulf has always been a global travel hub. Nuking it would make getting around a tad difficult for anyone left on the planet
I would disagree. I lived in Dubai twice, for about a year each time. I prefer Abu Dhabi, but that's me.
Most folks aren't 'influencer' types. Like living in or adjacent to any city, it depends on what you make of it. Plenty of choice.
And seeing the bling bits is fun for a day or so.
